Afghan tour Department is the only licensing agency in the travel and tourism sector that does not issue licenses to the private sector and the operators of this industry in the following sectors:

• Tourism and pilgrimage companies
• Online services
• Transportation companies operating in the tourism sector
• Guest houses that operate in the field of tourism and foreign guests
• Foreign tourists who intend to travel in the country's provinces
• Renewal of tourist passports of foreign tourists in Afghanistan
• Providing the export of foreign tourists from the country
